Yes it is playable against those openings.
Against c7-c5 (The Sicilian Defense) It is used if you don't know or want to know the huge amount of Sicilian Defense theory.


As for c7-c6 (The Car-Kann) You have to play a certain move order because black is going to play d5 and attack your e4 pawn.
So...1.e4...c6
2.d3...d5
3.Knd2!

A good book to learn from is ..."Starting out: The Kings Indian Attack"
